REVISION 37 TO THE WOLF CREEK GENERATING STATION EMERGENCY PLAN We have received your letter dated December 13, 1993, which transmitted Revision 37 to the Wolf Creek Generating Station Radiological Emergency Response Plan.
The plan revision was submitted pursuant to 10 CFR 50.54(q) and included minor changes in your emergency action levels and revised descriptions of subzones, evacuation routes, and your emergency preparedness training program.
During our review, we found that two changes made to emergency action levels were worded such that decisionmaking logic was potentially confusing.
Specifically, Table 2.2-2, pages 2 and 3, each contain revised emergency action levels for the Alert and Site Area Emergency classification level, respectively, which relate to loss of control board annunciators.
The intent of the changes was to add as an initiating condition the unplanned loss of PK02 for more than 15 minutes without a major plant transient in progress (Alert); and the unplanned loss of PK02 with a major plant transient in progress (Site Area Emergency). The wording logic, however, of the revised emergency action levels is such that the loss of PK02 could, by itself and without conditions, result in the classification of an Alert or Site Area Emergency.
On January 10, 1994, this issue was discussed in a telephone conversation between Dr. D. Blair Spitzberg of this office and Mr. Mark Schreiber of your organization. We understand from this conversation that you will revise these two emergency action levels to clarify the decisionmaking logic.
Please submit the subject revision within 30 days so that we can continue our review.
