NUCLEAR REGULATORY COMMISSION E1 h

WASHINGTON D.C. 20556-0001

/

January 12, 1994 Docket No. 50-443 Serial No. SEA-94-002 Mr. Ted C. Feigenbaum Senior Vice President and Chief Nuclear Officer North Atlantic Energy Service Corporation Post Office Box 300 Seabrook, New Hampshire 03874

Dear Mr. Feigenbaum:

SUBJECT:

PROPOSED SUPPLEMENT 1 TO GENERIC LETTER 89-04, " GUIDANCE ON DEVELOPING ACCEPTABLE INSERVICE TESTING PROGRAMS" The staff is preparing a supplement to Generic Letter (GL) 89-04. This GL supplement will forward NUREG-1482, " Guidelines for Inservice Testing Programs at Nuclear Power Plants," which provides NRC recommendations for a number of generic issues relating to the implementation and development of inservice testing programs.

The intent of NUREG-1482 is, in part, to provide the i

required Commission approval pursuant to 10 CFR 50.55a(f)(4)(iv) to allow implementation of certain portions of ASME Code editions or addenda, incorporated in 10 CFR 50.55a(b) without the need for submittal of relief i

requests. No new staff requirements are imposed. The remaining staff i

recommendations provide guidance on information that should be included in relief requests and provide specific details for those requests that have generic applications.

On December 16, 1993, the Commission issued a notice of opportunity for public comment in the Federal Reaister (58 FR 65738) for the proposed supplement.

The staff is seeking comment from interested part'es regarding both the technical and regulatory aspects of the proposed GL supplement and the current draft of NUREG-1482.

The staff is particularly interested in comments regarding any methods in the NUREG that may be viewed as a backfit, along with recommendations for alternative methods.

A public meeting to discuss the proposed generic letter supplement and draft NUREG-1482 will be held on February 2, 1994, from 8:30 a.m. to 4:00 p.m. and on February 3, 1994, from 8:30 a.m. to 1:00 p.m..

The meeting will be conducted at the Holiday Inn (Versailles 1 Room), 8120 Wisconsin Avenue, Bethesda, MD 20814.

The phone number for the hotel is (301) 652-2000.
