Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos.1, 2, and 3 Proposed Revision to 10 CFR 73 58 FR 58804. November 4.1993. Oooortunity for Public Comment On November 4, 1993,"' the NRC published in the Federal Reaister a notice seeking comment from interested parties regarding the NRC's proposal to amend its physical protection regulations for operating nuclear power reactors by modifying the design basis threat for radiological sabotage to include use of a land vehicle by adversaries for transporting personnel, hand-carried equipment, and/or explosives.

Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) welcome the opportunity to provide input on this issue.

The nuclear power industry has evaluated and developed comments on the proposed rule.

In particular, the Nuclear Management and Resources Council (NUMARC) is submitting comments on this proposed rule.

CYAPC0 and NNECO endorse NUMARC's submittal as representative of our position on the proposed rule. Most notably, CYAPC0 and NNEC0 agree with NUMARC's comments regarding the level of conservatism that exists in the NRC's proposed design basis threat, and their recommendation regarding reconsideration of the expedited schedule.
