Dear Mr. Link I am writing to inform you that your request for a reduced scope systems based instrumentation and control inspection, in accordance with NRC Inspection Procedure 40501 " Licensee Self-Assessments Related to Area-of-Emphasis Inspections," is granted. The option of permitting licensees to conduct a

self-assessment in lieu of being subjected to an NRC conducted area-of-emphasis inspection is a pilot effort being implemented by the NRC to minimize regulatory impact and more efficiently utilize NRC resources.
Our determination that reduced effort is appropriate was primarily based on your letter dated November 9, 1993, and the additional information regarding your self-assessment provided during the meeting held in RIII on December 16, 1993. The information provided regarding the schedule, scope, and team qualifications for the self-assessment meet the guidelines contained in NRC Inspection Procedure 40501. Our determination also took into consideration your performance during prior major inspections (including area-of-emphasis inspections), periodic Point Beach plant performance reviews, and previous SALP ratings.
The reduced systems based instrumentation and control inspection will include in-process and final inspections following the guidance contained in Inspection Procedure 40501.
