This refers to the inspection conducted by Mr. Mark A. Satorius, and the
,
inspectors identified in the attached report, during the period November 29
through December 10, 1993.
The inspection included a review of activities
authorized for your South Texas Project facility. At the conclusion of the
inspection, the findings were discussed with those members of your staff
-
identified in the enclosed report.
Areas examined during the inspection are identified in the report. Within
,
these areas the inspection consisted of a review of the actions that you have
'
taken to reduce the size of your maintenance backlog, your ability to maintain
this backlog within manageable levels, . the dispositioning' of maintenance
deferrals and the effect of those deferrals on equipment reliability, and the
-
success that your backlog reduction has had in reducing operator work-arounds.
Although we acknowledge that you have made significant progress in reducing
the' size of the maintenance backlog, the inspection was unable to verify that
your committed goal could be attained. Our determination was based, in part,
on your backlog of approximately 1200 open service requests, your planned
'
shift of maintenance resources from Unit I to Unit 2, the anticipation of a
,
relatively large influx of new work as Unit I changes modes and restores
equipment that has been out of service for an extended period of time, and
maintenance resource demands to complete the system certification and
acceptance walkdown punch lists. As a result, the inspection was not able to
.
establish a basis for concluding that Restart issue No. 3, identified in
,
inspection Report 50-498/93-31; 50-499/93-31, was considered resolved,

Another followup inspection will be scheduled to determine your success in
managing the maintenance backlog and minimizing its potential impact on
equipment reliability and operators performance.
,
Within the scope of the inspection, no violations or deviations were
identified.
,
in accordance with 10 CFR 2 790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
