VOGTLE ELECTRIC GENERATING PLANT DIFFERENTI AL SETTLEMENT OF BURIED PIPE ADDITIONAL INFORMATION The August 23,1991, letter from the NRC to Mr. W. G, Hairston, III transmitted the Safety Evaluation Report (SER) regarding the VEGP settlement monitoring program. In section 2.4 of the SER, " Differential Settlement of Buried Pipe," the staff questioned the validity of the piping analyses. A January 8,1993, letter from Mr. C. K. McCoy to the NRC responded to the SER concern regarding the validity of the piping analyses by reporting the evaluation of all safety related buried piping.
During an August 12,1993, telephone conference to discuss this submitted evaluation data, the staff reguested additional survey data for the marker numbers 132-R,145-R, 196, 249-R,252-R,260-R and 292. These were provided as shown in Enclosure 1.
On October 25,1993, a follow-up telephone conference was held during which further questions were asked by the staff. Enclosure 2 is our responses to these questions:

(1 ) QUESTION:
What is the allowable survey error for Marker 2607 ANSWER:
There is not an " allowable survey error" for, or at, a particular marker. The allowable error for the closure of each survey run associated with marker 260 is calculated in accordance with NOAA Manual NOS NGS 3. This may vary and is dependent on several factors such as the distance of the run (out and back) to the marker.
(2) QUESTION:
What is the explanation for the apparent upward movement of the structure by 0.004 R (+0.05 inch) ?
ANSWER:
The positive numbers (+0.004' etc.) shown in the " CHANGE" column (the middle column on the data list) is not an indication that the building has any upward movement. This is only an indication of the difference in the elevation established by the current survey and that of the preceding survey.
