NRC PILOT STATION BLACKOUT TEAM INSPECTION NRC

COMBINED INSPECTION REPORT NOS. 50-334/93-80 AND 50-412/93-80

The enclosed report refers to the Pilot Station Blackout Team Inspection, led by

Mr. James Trapp of this office, on August 30 through September 3,1993, at the Beaver

Valley Power Station in Shippingport, Pennsylvania. The purpose of this inspection was to

review your programs, procedures, training, equipment, systems and supporting

documentation for implementing the Station Blackout Rule,10 CFR 50.63. At the

conclusion of the inspection, the team findings were discussed with you and members of your

staff.

This inspection was the first station blackout inspection conducted by Region I. The

inspection team was comprised of headquarters staff and regional inspectors and used a draft

temporary instruction for inspection guidance. The actions taken to implement the station

blackout rule are safety significant because many of the systems required for decay heat

removal and containment cooling are dependent on the availability of alternating current (ac)

power. In the event of a station blackout, a relatively few systems, that do not require ac

power, are depended upon to remove decay heat. The consequences of the failure of this

equipment to operate could be severe.

The team concluded that appropriate actions had been completed to implement the station

blackout rule. However, the information provided to the NRC in your June 21,1993, letter

is currently being reviewed by the Office of Nuclear Reactor Regulation and was not

reviewed during this inspection. The inspection reviewed aspects of several functional areas

and generally identified strong performance. In particular, the team identified thorough

operator station blackout training, detailed and sound station blackout procedures, high

quality modification documentation, and a knowledgeable staff.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and

the enclosed inspection report will be placed in the NRC Public Document Room.
