SUBJECT: NRC INSPECTION REPORT NO. 50-443/93-14
This letter refers to the inspection conducted by Mr. J. Carrasco of this office on
September 13-17, 1993, at the Seabrook Station Facility. The inspector discussed the results
of the inspection with R. E. White and other members of your staff at the conclusion of the
inspection.
This inspection focused on activities important to public health and safety and was directed
towards engineering activities with emphasis on the adequacy of the design, installation, and
modification of safety related piping and pipe supports, including the snubber surveillance

program.
Details on the areas examined during the inspection are described in the NRC Region I
inspect:on report, which is enclosed with this letter. Within these areas, the inspection
consisted of selected examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.
Within the scope of this inspection, no violations were observed. However, it was brought
to our attention that on September 16, 1993, your staff identified that the snubber testing
software had not been recorded in a software index m required by Section 3.6 of the North
Atlantic Management Manual (NAMM) 18910. This administrative oversight did not
adversely affect the performance and/or control of the test equipment or the software.-
However, we expressed a concern regarding the control, verification and validation of
computer software utilized for tasks that are important to safety. Your staff acknowledged
this concern and indicated that you will take corrective actions to address this issue.
