SERVICE WATER SYSTEM OPERATIONAL PERFORMANCE INSPECTION -
REPORT NO. 50-298/94-04 As stated in our June 30, 1993, letter, we revised the schedule for the service water system operational performance inspection (SWSOPI) at your Cooper Nuclear Station.
This letter confirms our intention to conduct the SWSOPI during the weeks of March 28 and April 11, 1994, with a preparatory site visit during the week of March 14, 1994.
This schedule has been coordinated with Mr. Swantz of your staff.
The inspection will be conducted in accordance with Temporary Instruction 2515/118, " Service Water System Operational Performance Inspections (SWSOPI)," Revision 1.
The inspection team will consist-of the team leader, three inspectors, and a mechanical design consultant.
1 In order to implement an efficient inspection, the ter, would like to conduct a short entrance meeting with those involved member.; of your staff _on March 15, 1994. The team would appreciate a short (1-hour) presentation on the design, operation, and history of the service water system at the conclusion of the entrance meeting. The team will sped the remainder of the first week in meetings with members of your staff to identify documentation needs and in completing the necessary training to support unescorted access to the facility for the NRC personnel.
The team leader will request an escort for the consultant as necessary.
Attached to this letter is an updated list of materials that the team will require for the inspection. We request that the material be available for the team on March 15, 1994.

Design basis and other design documents (procurement specifications and vendor manuals for pumps, valves, heat exchangers, etc.; thermal and hydraulic calculations and analyses);
3.
Pump curves and test results data; 4.
Flow and heat transfer test results data; 5.
Licensing basis, Technical Specifications, and commitments; 6.
Water hammer and surge pressure protection information and analyses; (e.
7.
' A copy of the completeG: preoperational testing program results and copies of any subsequently completed system tests not included in the above requests;-
8.
Descriptions of all modification to the SWS; 9.
Documentation relevant to the analyses, testing, procedure changes, and inspections of the SWS credited for satisfying the actions requested by Generic Letter 89-13; 10.
Normal, off-normal, and emergency operating procedures; 11.
Maintenance and surveillance (including ISI and IST) procedures; 12.
Information on the SWS training provide for maintenance and operations personnel including lesson plans, task performance measures, etc.;
13.
Maintenance histories of major SWS components, the status of maintenance and surveillance that were overdue, and a listing of all such activities that are scheduled to be conducted during the inspection period; 14.
Descriptions of the programs for the control of biofouling, silting, and corrosion, including the involved implementing procedures; and 15.
A description of the scope, findings, and conclusions of any service water system QA audits and any other self-assessment activities.
