This refers to the announced inspection of fire protection activities conducted by
Mr. A. Finkel of this of0cc from November 15-19, 1993, at the James A. FitzPatrick
!
Nuclear Power Plant, Lycoming, New York, of activities authorized by NRC License No.
'
DPR-59 and to the discussions of our findings held by Mr. A. Finkel with you and other
members of your staff at the conclusion of the inspection.
Areas examined during this inspection are important to the protection of the health and safety
of the public and are described in the NRC Region I Inspection Report, which is enclosed
,

with this letter. Within these areas, the inspection consisted of selective examinations of
'
procedures and records, interviews with personnel, and observations by the inspector.
As detailed in Section 10.0 of the enclosed report, our inspectors reviewed several previously

identified NRC issues. In several cases, closeout packages provided as complete and ready
for NRC review did not contain all the required information to close these issues. Actions
were not completed by commited dates in several cases. lack of adequate support to close
previously identified NRC concerns has been an ongoing issue at your facility. Your
attention is requested in resolving these issues in a timely manner. The management of fire

protection program improvements and communication among the site, corporate engineering
and licensing has improved. However, continued management oversight and attention to
detail in these areas are needed. We will continue to review the effectiveness of the
management of the fire protection program and the completion of the related corrective
actions, in future NRC inspections.
