TECHNICAL REVIEW REQUESTED OF NUCLEAR REGULATORY COMMISSION (NRC)
CONTRACTOR REPORT 2-10-93 ON THE MODULAR HIGH TEMPERATURE GAS-COOLED-REACTOR (MHTGR) DESIGN Enclosed is the non-Applied Technology version of Technical Evaluation Report (TER) 2-10-93, " Review and Evaluation of Recent Publications Bearing on the Fuels Sections of the Draft MHTGR PSER," on the discussion of the fuel in Sections 4.1 and 4.2 of NUREG-1338, " Draft Preapplication Safety Evaluation Report [PSER] for the Modular High-Temperature Gas-Cooled Reactor," dated March 1989. This TER was developed for the Nuclear Regulatory Commission (NRC) by a contractor.
The original TER was classified " Applied Technology" because ~it was. based on documents that the Department of Energy (DOE) has classified " Applied Technology." DOE has stated that " Applied Technology" information on the MHTGR design must be kept from the public at this time.
i In our letter of July 23, 1993, we requested that you identify the portions of the original TER that contained " Applied Technology" information and you responded in your letter of August 26, 1993. 'The enclosed non-Applied Technology report is the original TER minus the identified " Applied Technology" information. A page in the enclosed TER explains this fact and how to identify where this information was removed from the original report.
This non-Applied Technology version of TER 2-10-93 will now be placed, with this letter, in the public document room.
You are now requested to provide comments on the technical discussions and conclusions of the original report.
This includes comments on the " Applied Technology" information in the original report. We are not providing you a copy of the original report at this time because you were provided with such a copy in our letter of July 23, 1993.
You are also requested to provide your comments within 75 days of receipt of this letter and have your comments placed into one of two categories:
(1) comments on the " Applied Technology" information and (2) comments on the non-Applied Technology information.
This schedule will allow us to incor-porate your comments into our preapplication safety evaluation report on the design.
