During FY93, as part of its responsibilities under Title I of the Uranium Mill Tailings Radiation Control Act (UMTRCA), the Nuclear Regulatory Commission staff completed 53 review activities. These included 7 Remedial Action Plan (RAP) reviews, 4 inspection plan reviews, 11 RAP modification reviews, 9 other site specific reviews, 3 Completion / Certification Report reviews, and 4 reviews of generic items. The NRC staff prepared 2 Technical Evaluation Reports, documenting its review of D0E's remedial action selection for the Gunnison (Colorado) and Maybell (Colorado) sites, and 2 Completion Review Reports documenting its review of DOE's remedial action completion for the Lakeview (Oregon) and Lowman (Idaho) sites.

In addition, 7 reviews of Long-Term Surveillance Plans (LTSP) were completed during this fiscal year. One of these reviews resulted in final acceptance of the LTSP for the Spook, Wyoming site, which made this the first UMTRA Project site subject to the NRC general license for long-term care.

In addition to the handling of site-specific casework, the NRC staff visited many of the sites for various purposes.

Inspections of remedial action in progress were conducted at the Gunnison (Colorado), Falls City (Texas),

Mexican Hat (Utah), Grand Junction (Colorado), Ambrosia Lake (New Mexico),

Rifle (Colorado), and Monument Valley (Arizona) sites. NRC technical staff also conducted site visits associated with Remedial Action Plan reviews at the Maybell (Colorado), Slick Rock (Colorado) and Naturita (Colorado) sites.

During this fiscal year, NRC staff completed updates of guidance related to the UMTRA Project surface remedial action. A revised Manual Chapter 2620 on the procedures for On-site Construction Reviews at UMTRA Project sites was issued in February, and a revised Standard Review Plan for review of RAPS was issued in June.

The preliminary activities for the groundwater remediation phase of the UMTRA Project continued during the year. As part of its role as a cooperating agency in DOE's development of the Programmatic Environmental Impact Statement for this phase of the remedial program, NRC staff participated in a groundwater technical working group established to develop and review programmatic documentation.

Development of an NRC Standard Review Plan and a Standard Format and Content Guide was initiated. These guidance documents will be used to assure compliance with uranium mill tailings regulations in 40 CFR Part 192, Subparts A to C.

Periodic NRC/ DOE management meetings have been and will continue to be held to improve UMTRA Project interactions through discussion of programmatic actions / issues.
