Dear Mr. Congel:

Enclosed is a copy of the exercise report for the October 12-13, 1989, full-participation exercise of the offsite radiological emergency response plans, site-specific to the Pilgrim Nuclear Power Plant, located in Plymouth, Massachusetts. Exercise participants included the Comonwealth of Massachusetts, the five Towns in the 10-mile pltrne Emengency Planning Zone and two host ecmnunities. The report was prepared by the Region I Office of the Federal Emengency Management.4]ency (FEMA).

There were two Deficiencies identified in the exercise. There were also forty-three Areas Requiring Corrective Actions (ARCA) identified. These ARCA's must be corrected by the next exercise in 1991, when they will be re-evaluated.

On May 25, 1990, a remedial exercise was held, during which the correction of the two Dc)ficiencies was demnstrated; hcwever, one additional ARCA was also identified during the remdial exercise. This ARCA must also be corrected by the 1991 exercise. The results of the remedial exercise are also included in the enclosed report.

been mMe, the incomplete status of same plans prevents FD4A fran resolving all of the inadequacies identified in its self-initiated review of August 1987 arri the lack of same doctnentation in certain plans, procedures and supportive agreements prevents us fran certifying that the State Plans and Procedures are suf ficient to met the criteria of NURDG-0654/ FEMA-REP-1, hav. 1.

FEMA is continuing to review the offsite plans and procedures for Pilgrim and is pursuing the correction of the planning inMoquacies with the Ct.mnonwealth of Massachusetts and local jurisdictions. We will periodically advise NRC of progress being mde towards resolving the remaining planning problems.
