GRANT W. LaPIER ENERGY INFORMATION CONSULTANT January 6, 1994 Chief Enrichment Branch Div. of Fuel Cycle Safety Office of Nuclear Lat'l Safeguards Ref: DEIS U. S. - MlC Clairborne Enrichment Center Washington, D.C. - 20555 (Docket No. 70-3070)
Gentlemen:
Eaving read trie DEIS, I urge tne IdtC give Louisiana Energy in.e-diate approval to proceed witn the construction of the Clairecrne facil-ity. Further that the liRC provide prompt response to any, necessary, licensing steps, as tne construction proceeds.
i I am in full agreehent witn the DEIS's evaluation of environmental impact, durir.g cor.struction is minimal. Tne proposed handling of water wastes, etc. is more than adequate, as, are the other waste strems.
1/.y understanding of the centrifuge enrichment process, basically 11volves a minimum radioactive, environmental / humans impact. W re-fore the DEIS adequately defines, and specifys the necessary require-ments to maintain that low impact.
As pointed out in the DEIS, the economic impact on the community will be beneficial. A very worthwnile incentive to proceed, promptly wit:. Clairborne.
Fir. ally, unless UoA has an effective, operating enrichment capabil-ity, America, soon, will be dependent on foreign sources for its second major energy source.
l Based on my knowledge and experience witn tne nuclear fuel cycle, I car., or.ly, re-urge the IJtC to provide Louisiana Energy with all the required licensing requirement without delay.
Yours truly, N
