NOTICE OF MEETING BETWEEN NUCLEAR REGULATORY C0WilSSION (NRC) STAFF, SWISS OFFICIALS, AND GE NUCLEAR ENERGY (GE) ON SIMPLIFIED BOILING WATER REACTOR (SBWR) TESTING ACTIVITIES DATE AND TIME:

Paul Scherrer Institute (PSI)

Wurenlingen, Switzerland PURPOSE:

Visit to the PANDA test facility for the SBWR design.

Discussions with GE and PSI test engineers on demonstration of SBWR containment long-term cooling performance at PANDA and on severe accident issues related to the SBWR test program. Discussions with an HKS (Hauptabteilung for die Sicherheit der Kernanlagen, the Swiss Federal Nuclear Safety Inspectorate) official. The proposed agenda is provided in the enclosure.

Proprietary features on the GE SBWR and Westinghouse AP600 designs may be discussed. These portions of the meetings will be closed to the public.

current status, test matrices, and latest test and submittal schedules.

Tour PANDA test facility and observe ongoing installation / shakedown testing. Topics for discussion during the visit to the facility will include:

How facility shakedown testing is being performed and how GE will ensure that quality assurance is maintained before, during, and l

after the testing.

In addition, submittals and schedules will be discussed.

Adequacy of facility for meeting GE's stated goals.

i 3.

Adequacy of instrumentation (type and location) to meet code requirements.

Instrument calibration procedures, ranges, and go/no-go criteria for tests.

4.

Preparation of written test procedures. The staff will look at a representative sample of these procedures.

5.

Test termination / success criteria.

6.

Test facility staffing.

Test data recording equipment, data processing, and data qualification.
