Dear Sir:

This letter is to comment in regard to the Draft Environmental Impact Statement for construction and operation of Claiborne Enrichment Center, Homer, Louisiana, Docket No. 70-3070, by Louisiana Energy Services, L.P.

I am retired co-publisher and editor of The Haynesville News, weekly newspaper located in Haynesville, Louisiana, Claiborne Parish.

I also am one of the Claiborne Parish residents who toured two European uranium enrichment plants which use the gas centrifuge process that is to be used in Claiborne Enrichment Center.

Based on that experience and what I have learned elsewhere re-garding the use of nuclear energy and uranium enrichment pro-cesses, it was no surprise that the DEIS for CEC indicated that the Nuclear Regulatory Commission concludes that the facility can be constructed and operated with small and acceptable im-pacts on the public and the environment.

During the inspection tour of the European plants it was appar-ent that they are operated in a clean, orderly and safe manner and that they are posing no environmental problems for the areas surrounding them.

In asking questions of employrres and discussing aspects of their lives, it was found that they are well paid, satisfied with and proud of their jobs.

In The Netherlands, I had the services of a disinterested in-terpreter in the neighboring city of Almelo, to go where I wished and ask what I wished of anyone I wished.

Efforts were made to draw out any negative thoughts.

The only negative comment was from a small-business owner who said he had no objections at all to the plant except that he was strongly opposed in general to all uses of nuclear energy.

Claiborne and surrounding parishes urgently need the jobs which will be provided by construction and operation of Clai-borne Enrichment Center.

It will be a major asset to our com-munity.

Our nation also needs this proposed facility to provide, more economically, an additional source of enriched uranium free l

The United States needs more usage of environmentally friendly nuclear energy.

To those who might feel uneasy about proximity to the CEC site, my sincere comment would be that I only wish the plant site were as near my home as it is theirs.

Also, our family owns a camp house, dock and boat house on Lake claiborne not far from the CEC site.

Our grandchildren enjoy fishing, swimming and water skiing in the lake.

I have no fear of contamination of the lake or any other type of problems being caused by the proposed plant.

I respectfully request that the Nuclear Regulatory Commission expedite licensing construction of Claiborne Enrichment Centerr.

Our area needs the benefits of this facility as soon as possible.
