r I am writing to voice my opinion as a concerned citizen on the construction and operation of the Claiborne Enrichment Center (CEC) to be located near Homer within the Claiborne Parish in i
l Northem Louisiana. Based on the Draft Environmental Impact Statement (DEIS) and the Nuclear Regulatory Commission (NRC) conclusion "that the facility can be constructed and operated with j
small and acceptable impacts on the public and environment", I urge you to issue a license, as proposed in the DEIS, for Louisiana Energy Service to proceed.

This uranium enrichment facility is needed and utilizes the gas centrifuge process to produce uranium for clean and environmentally safe nuclear power plants, which provide more than 20 percent of our nation's electricity needs. I believe that suggestions by opponents that this facility would be economically and environmentally harmful to the surrounding community and the nation as a whole are unfounded. The DEIS states that the facility would be "a major socioeconomic asset";
" undoubtedly numerous individuals with basic skills and experience for the lower and middle-range i
jobs at the facility in construction, operation, and indirect employment related to both would peak at i
over 400 persons"; centrifuge technology "uses significantly less energy"; and
- rejection of the i
proposed action would prevent the introduction of well proven and energy efficient technology into the USA market".
