Dear sir or madam:

I am writing concerning the proposed Louisiana Energy Services (LES) uranium enrichment plant to be built near the communities of Forest Grove and Center Springs in rural Louisiana.

According to a recent Global Response report, the Draft Environ-mental Impact Statement (DEIS) on the project, which you released j

for public review on December 19, 1993, does not even-indicate j

the two communities of Forest Grove and Center Springs in any of its 38 maps and diagrams.

Only one reference to the two j

communities which stand to be most affected by LES is included j

in the DEIS's text.

Thus, I am concerned with the fact that 1

the DEIS fails to consider LES's plant's social and economic impact on the two communities.

One certainty is that this plan is quite ecologically destruc-tive.

Polluting water from the plant will be discharged into the Lake Claiborne watershed.

Also, when uranium hexafluoride (UF6) mixes with air, it creates toxic hydrogen fluoride.

40 homes within 5 miles of the facility depend on wells for their drinking water, and they are now threatened to acquire danger-ously contaminated water.

Moreover, a retirement community surrounds the shores of Lake Claiborne, and since many of these senior citizens are without transportation, there is concern j

about how quickly they can flee the area in the event of an accidental UF6 discharge.

I believe that this project also represents racism, because Forest Grove and Center Springs are both low-income, predom-g inantly African-American communities, and the safety and well-

being of the citizens of these two communities has clearly been disregarded.

The LES plant will simply add to the over-

- 1 whelmingly disproportionate number of toxic waste sites, incin-erators, and hazardous chemical and industrial operations located in poor, minority communities.

'i All in all, I believe that the DEIS is incomplete; the final Environmental Impact Statement on LES must consider all the social and economic impacts of the two communities.

Meanwhile, I request that tha plans for the construction of the LES ura-nium enrichment p int be cancelled.
