Claiborne Enrichment Center (CEC)

I have reviewed your Draft Enrironmental Impact Statement of the CEC.

In my opinion, this project should be developed and completed as quickly as practicable, paying due attention to safety and the environment.

Hopefully, it can be completed without the inefficient periodic reeva3uating and increasing costs that I have seen plague other nuclear projects that I have worked on during the period of the last 40 years.

By now, we should be able to do it right the FIRST time!

Quite simply, I favor this CEC project so that we can take

advantage of the basic proven gas centrifuge process and prepare for more nuclear power plants to take care of future electricity needs which will, of course, increase dramatically with the advent of the electric automobile so much talked about now.

Hopefully, that too will not only be talked about but developed in haste to reduce our dependence on foreign oil.

I have worked as a consultant in Switzerland on their equivalence of the Nuclear Regulatory Commission (Abteilung fur Die Sicherheit der Kernanlagen) and have observed nuclear power facilities throughout Europe.

Consequently, it seems highly ironic to me that we, in the USA, who were largely responsible for the development of nuclear power, should now find ourselves so backward in a comparison of our nuclear power generating capacity with that of various other countries on the basis of the percentage of nuclear capacity with respect to generating capacity from combustibles.

The CEC will be a step in the right direction to improve this comparison.
