1.0 INTRODUCTION
Sy letter dated Septeniber 21,1988, the Detroit Edison Conpany (Deco or the i
licenste) requested an an.endment to the Technical Specifications (TS) appended to Facility Operating License No. NPF-43 for Fermi-2. The proposed anendnent wouldreviseTSSection3/4.3.4,AnticipatedTransientWithoutScram(ATWS)
Rerirculation Pump Trip System Instruntentation. The proposed TS changes pcVide appropriate provisions for the two-out-of-two trip logic and will allow the Fermi-2 TS to better reflect the as-built plant design.
-2.0 EVAtUtTION Tb Section 3/4.3.4 specifies instrutnentation and surveillarce requirements for theanticipatedtransientwithoutscramrecirculationpumptrip(ATWS-RPT) system. The ATWS-RPT system consists of two se)arate and redundant trip systen.s.
Each trip systen. r.onsists of four chnnels; eac1 channel containt one instrument.
Twn (bannels monitor Reactor Water Level and two channels monitor Reactor Pressure. The ATWS-RPT is activated with two-out-of-two being satisficd on eitl+r Feactor Vessel Pressure - High or Reactor Water level Low - Level 2, causing the Motor Generator (MG) set field breakers to open resulting in the Recirculation Pumps tripping.
9 With one :hennel in a trip system inoperable the current TS do not nire the ineptrable channel to be placed in the trip position, and io not re v any action to be taken for up to 14 days. et which time the 55 require the reactor to be shut dcwn. Most safety related instrumentation systems in the TS (i.e.
Reactor Fwtection System, Emergency Core Cooling System Instruroentation) require inoperable channels to be placed in the trip position in a short pericd of tiine following discovery at, long as the action will not cause a reactor trip.
The current TS covering the ATWS-RPT also does not centain any provisions for trc Can one channel per trip systen. to be inoperable.
If one channel becomes anoperabh the TS allow 14 days to repair the inoperable channel; however, if another chani.1 in the same trip system becones inoperable the current TS do not allow for this provision and would require entry into Section 3.0.3 of the TS, even though the redundant trip system n.ay be fully operable. 3.0.3 of the TS requires prorpt action to shut down the reactor, since it is presurned that en f.sstr.tial safety function is lost.
Such action will result in cht.11enges to plant safety systems. The current TS require such action be taken even though the redurdont trip systet n.ay be full.v operable.
The propost-d changes to the TS bring the Fermi-2 TS more in line with the BoilingWaterReactor(CWR)StandardTechnicalSpecificationconcerningATWS-RPT.

The proposed change also addresses the condition where two inoperable cb6hnels exist in the sanie trip system. The proposed change either requires the inoperable channels be placed in the trip condition or the trip system be dec16ted incperable, ar.d allows 72-hours to repair the trip system prior to cor..roentir g with 6 r e6ctor shut down as 10:g as the redundant trip system is o?trable. If two trip systen:s are inoperable the proposed TS ellchs only I hour to restore one trip system to operable prior to reciuiring the ' e6ctor to start shutting down and be in STARTUP within the next 6-hcurs. Thi is similar to the requirements of Section 3.0.3 of the TS.
The proposed TS better reflect the ATWS RPT plant design and the EUR Standard TS rtquiren,ents for the ATUS-RPT system.
In addition, the proposed change ttriuires that the plant be plactd in a safer condition upon the discovery of inoperable it.strunentation channels of trip systems.
Based on the abcse evaluation the staff finds the proposed changes are acceptable.
