Ferguson Stone and' Webster Engineering Corporation 245 Summer Street Boston, MA 02107 Phone 617-589-8073 From:

George Hubbard Section Chief, Balance of Plant Section Plant Systems Branch Office of Nuclear Reactor Regulation Phone 301-504-2870

Subject:

NRC Position on Radiological Equipment Qualification for Commercial Nuclear Plants I have reviewed your FAX-to me, dated September ' 16, - 1993, concerning the above subject.

While I agree with the first paragraph of your Telephone Memorandum, I don't think that the second paragraph is a correct interpretation of our conversation.

In addition I have been unable to determine that' the second-paragraph is consistent with NRC policy.

If you would like an official position on this, I suggest you should submit a written request for clarification to the NRC.

In accordance with NRC policy, this response to your FAX and a copy of your FAX will be sent to the NRC Public Document Room.

NRC Position on Radiological Equipment Qaalification for Commercial Nuclear Plants in rosponse to Ms Ferguson's query, Mr Hubbard Indicated that an equipment qualification review performed by the NRC for current generation nuctsar plants is basd specif!cauy on the regulatcry guidance estab!!shed in NUREC 0500 and RG 1.09, Rev 1.

In rosponso to Ms Ferguson's specific question relative tc the radiological source terms to be used for post LOCA recirculating fluids in EOF components located in arono ouch as the auxlitary building, ho confirmed that the source terms should mf!act 50% core halogens and 1% core remainder (the 100% core noblegases released assumed to have escaped into containment) beng mixed in the total volumo of water co!! acted in ji the cor, taintnent sump (Lo.; the usable liquid maos inventory of the RCS, tho RWST and the core flood f tanks) Ho agrood that for EO purposes, a scenario posttlating a " pressurized

  • LOCA, (which Ms Forgt, son descritwf as a core release equivalent to that discussed tbovo without loss of the RCS pressure boundary, thereby resalting in n EGF liquid source term that, a) includno the 100% noblogases, b) doca not in;.udo tho dilution volume offered by the RWST and the core flx)d tanks) was nct a Vlable scenaric ard should not be addressed for EO purposes.
