Operation of Clairborne Enrichment Center, NUREG-1484

Dear Sir:

Yankee Atomic Electric Company (YAEC) appreciates the opportunity to comment favorably on the subject DEIS.

YAEC is a New England utility which also provides engineering, licensing, and fuel procurement services to other nuclear power plants in New These comments are filed England, such as Vermont Yankee, Maine Yankee, and Seabrook.

on their behalf as well.

Neither YAEC, nor the three other New England utilities it serves, have any agreement with or financial interest in the Clairborne Enrichment Center (CEC). Our only interest in this enterprise is as dependent consumers of a product which CEC, among others, would produce -

uranium enrichment services. Such services are essential to the operation of our nuclear power plants and represent a cost to the American ratepayer nationwide in excess of one billion d per year.

Currently, there are only four providers of enrichment services worldwide, only one of YAEC believes the which is in the U.S. - the U. S. Enrichment Corporation (USEC).

introduction of a second producer of enrichment services here in the U.S. will foster competition j

and ultimately lower the costs of this vital service to the American ratepayer. A second benefit is that the advanced centrifuge technology would use less, than 1/20th of the ene;rgy consumed by the other enricher, USEC, and to that extent would' impose less of an'environmen'tal imp Finally, since this technology has been successfully deployed already in three European countries, with a favorable track record, there appears to be little risk of unknown environmental I

damage.

r U.S. NRC January 6,1994 Page 2 In conclusion, YAEC supports the licensing of this new enrichment facility as a welcome addition to the small number of nuclear fuel suppliers on which America depends for generating 20% of its electricity. Thank you for the opportunity to comment.

Sincerely, Francis X. Quinn, Manager Fuel Procurement Group
