Dear Sir:

I am writing to express my concern regarding the Draft Environmental Impact Statement of Louisiana Energy Services for a proposed plant near the towns of Forest Grove and Center Springs, Louisiana.

These two towns are located within 1/2 mile of the proposed plant site, and yet they are never indicated on any of the DEIS's 38 maps or diagrams.

In fact, though these two communities of poor, mostly black citizens stand to be the most affected by the adverse affects of the there is only Eng reference to these two conusunities anywhere in the LES plant, DEIS.

The DEIS by Louisiana Energy Services fails to consider the plants social, economic and public health impact of their operation on the communities of Forest Grove and Center Springs.

For these reasons, the DEIS is incomplete.

The U.S.

Nuclear Regulatory Commission must force LES to consider the social, economic and public health impacts of their proposed operation on the people of these two communities and include these impacts in the final EIS.

This is another glaring example of environmental racism - locating a harmful industry near poor, minority towns.
