Dear Mr. McCracken,
In response to your recent letter outlining your questions on the Eternit systems, we would offer the following:
I.
The systems supplied to NBC reactor licensees to meet fire protection requirements are based upon tow products,nat we manufacture, Promat-H a calcium silicate fiber cement board and Promat-L a calcium silicate board. These boards have been tested in assemblies to provide fire protection of columns, beams, walls, cable trays, conduits, ducts, masonry, and ceilings.
II.
General Questions A.
The following NRC licensees have utilized the Promat 8aarems on their site:
Entergy Operations - Arkansas Nuclear 1/2 Entergy Operations - Waterford 1 Nebraska Public Power District - Cooper Station Public Service Electric & Gas Co. - Salei.: 1 B.
The Promat system components will depend upon the assembly being constructed. Basic components would be either the Promat-H or Promat-L board, staples or screw fasteners and joint compound if required. Please refer to Eternit's installation procedures (enclosed) for a complete list of components por assembly.
C-The Promat assemblies have been tested by independent laboratories, either Omega Point Laboratories - San Antonio, Texas or Underwriters Laboratories - Northbrook, Illinois, utilized the generally accepted standards at tr= time of testing. Please refer to the test report of eacu system, enclosed, which outline the test standard and acceptance criteria.

The Promat boards achieve their fire performance by undergoing a chemical change within the cement matrix that i
releases water molecules. This release cools the boards without causing a structural change.
III. Fire Barrier Qualification A.
When conducting tests on shaft walls, columns, beams and masonry assemblies, all testing wrs conducted in accordance with ASTM E119/UL 263, latest edit ' un.
Testing of cable trays, conduits, cable drops and support members was conducted in accordance with the ANI guidelines, latest edition. Testing was conducted, in most cases with a single pouer cable and a bare copper No.8 cabic attached to tray runners. Thermocouples were placed upon the bare cable at 12" intervals, the power cable was energized at a low voltage.
The acceptance criteria was based on no thermocouple exceeding a maximum temperature of 325 F for the duration of the fire test and no loss of circuit integrity after the hose stream test. All assemblies received the hose stream test (smooth bore nozzle). Addition acceptance criteria was that no penetration of the cladding systems was allowed during the hose stream test.
r Several tests on cable trays were also conducted utilizing the seme procedure listed above except that the trays received various perce..tages of fill consisting of pcser, control and instrumentation cables.
Cable tray tests were conducted utilizing tray widths of 12",
24" and 30" constructed of steel or aluminum. However, not ever system was tested on every width or type of tray.
Please consult the test reports enclosed.

t C. The flame spread, fuel contribution and smoke development ratings for both the Promat-H and Promat-L are 0.
In addition, both the Promat-H and Promat-L are rated as non-combustible in accordance with ASTM E136. Please find t
enclosed the test reports which substantiate these ratings.

Ampacity Derating A.
The ampacity derating values for the Promat systems are as follows:
1 Hour Systems l
Solid Bottom Tray 8.7%
Ladder Bottom Tray 31.8%
conduit 15.9%
3 Hour Systems Solid Bottom Tray 27.2%
Ladder Bottom Tray 45.3%
Conduit 36.7%
B. All ampacity derating testing was conducted in accordance Ampacity Derating of Fire with IEEE Proposed Standard "
Protected Cables", Draft 9.
A copy of the standard is included within the test report.
C.
Please find enclosed a copy of the test reports conducted by Omega Point Laboratories - San Antonio, Texas.
V.
Seismic Analysis A.
Please find enclosed our specification sheets, catalog and test reports which outline the physical properties of-the Promat-H and Promat-L boards.
B.
Eternit has not conducted any Seismic testing in the United States on the electrical circuit protection systems.
Testing in accordance with ASTM E72 has provided some design values as to the shear and loading performance of the Promat-H boards. A copy of this test is enclosed for your review.
VI.
Construction and Installation A.
With respect to support systems, all Promat systems were tested with the steel supports protected by the Promat material 18 lineal inches from the Promat cladding system.

The cable tray size and type of material have no effect f
on the selection of the thickness of Promat materials required to provide the specified protection. In regards to the 3 Hsur cable tray protection, when the cable fill j
exceeds 80% visual, the thickness of the Promat material j
required may be reduced by 1".
C.
No changes have been made to the fire barrier materials since the original development of the systems.
j D. The Promat-H board is manufactured on a Hatschek machine i
that produces the panels to the correct length and width.

The boards are produced over thickness, compressed, autoclaved, dried and then sanded to the finished thickness.
j The Promat-L is produced in a filter-press, whereby the

material mix is feed into a mold of the correct length, width and thickness at an extremely high pressure.
Both product are produced under a strict quality assurance program.
E.
No cure time is required for the barrier system. The Promat systems are active immediately after installation.

The qualifications for an installer are the same as those for a carpenter. Eternit typically certifies an individual within the installing company who is trained to be an instructor.
