In accordance with the task order procedures of the subject contract, this letter definitizes the subject task order.
This ef fort shall be performed in accordance with the enclosed Statement of Work, and the Contractor's proposal dated September 3, 1993.
Task Order No. 22 shall be in effect from September 29, 1993 l
through March 31, 1994, with a cost ceiling of $98,519.00.

1.0 Background
NRC published a final rule on A)til 7,1993 adding PSNA' VSC-24 cask to the l
list of approved casks in 10 CF172.214. PSNA submitted in June, 1993 Revision 1 to the Ventilated Storage Cask (VSC) Safety Analysis Report (SAR) to change l
VSC component lengths allowing. storage of the control components in the fuel as sembly.

The objective of this task is to review the amendment to the SAR and arialyze l
the structural and thermal aspects of the cask.
3.0 Technical and Other Special Qualifications Required l
Technical reviewers, preferably those who have participated in the previous J
VSC-24 cask system review are required, specifically in the thermal hydraulics activity.

6.0 Scope of Work SUBTASK A Technical Assistance in the Review of VSC-24 Cask Safety Analysis Report Amendment NRC published a final rule on A)ril 7,1993 adding PSNA' VSC-24 cask to the list of approved casks in 10 CFA 72.214. PSNA submitted in June, 1993 Revision 1 to the Ventilated Storage Cask (VSC) Safety Analysis Report (SAR) to change VSC component lengths allowing storage of the control components in the fuel assembly.
As a result of the changes prowsed in Revision 1, the staff needs to conduct a technical review to ensure tiat the VSC-24 cask still meets the requirements of 10 CFR Part 72 for the storage of spent nuclear fuel.

This subtask is to provide assistance to the NRC in the safety review resulting from SAR revision 1 by PSNA. The scope of the review is based on 10 CFR Part 72. The review will be multi-disciplinary activity with main emphasis on the structural mechanics area. The written material furnished by the contractor should be suitable for inclusion in the NRC's Safety Evaluation Report.
The deliverables under this subtask include preparation of the following: a) request for additional information (if needsed); b) a draft report; and c) a final report.
SUBTASK B Technical Assistance in the Review of VSC-24 Cask Thermal Verification NRC in its final rule published on April 7,1993, adds VSC-24 cask to the list of approved cask (10 CFR Part 72.214). Consumer Power Company (CPC) began loading spent fuel into the VSC-24 casks on May 7, 1993, and has since completed loading of two casks and moved them to the storage pad on the Palisades plant site. In accordance with the requirements specified in the Certificate of Compliance, CPC conducted thermal performance measurements'and analyses of the two casks in order to verify that the actual temperature difference between the cask inlets and outlets are within the design limits.
This subtask is to evaluate the thermal verification performed by CPC to satisfy the Certificate of Compliance conditions.
This task requires the contractor to examine the methodology, the procedures, the equipment utilized by CPC and assess the results. The contractor ~should make a determination that the thermal verification cunducted by CPC is meaningful and that the conditions set forth in Certificate of Compliance have been met. The contractor is also expected to assess actual cask performance to predicted performance to ascertain the level of conservatism in the design evaluation.
A draft and final evaluation report are required for this subtask.
7.0 Meetings and Travel There will be monthly coordination meetings between the contractor and HRC throughout the duration of the task to be held in NRC's offices in Rockville, Karyland.
If during the review process technical discussions are required between the contractor and the applicant, the contractor may be requested to attend meetings with the applicant at NRC's offices in Rockviile, Maryland.
8.0 NRC-Furnished Material The NRC will furnish the contractor copies of documents under Docket No. 72-1007.
