'We have made arrangements for a meeting with your staff on September 5, 1990, to informally discuss these applications. The consolidated application for the referenced (c) certificate is now being developed and should be ready for submittal on October 1, 1990. In consideration of the above, I request that the expiration dates for the three referenced certificates be extended until October 1, 1990.
