SUBJECT:
QUARTERLY UPDATE OF REGULATORY AGENDA The enclosed revision to the Regulatory Agenda for Procedures and Criteria for On-Site Storage of Low-Level Radioactive Waste is forwarded in response to Mr. Knapp's memorandum of December 22, 1993, to Mr. Greeves. The only change is the projected date for publishing the final action.
This change is the result of delays experienced with the review of the staff's analysis of public comments received on the proposed rule and resulting recommendations. The staff's analysis and recommendations were forwarded to the Commission on November 29, 1993, in SECY-93-323.

Procedures and Criteria for On-Site Storage of Low-Level Radioactive Waste RIN:

The proposed rule would amend the Commission's regulations for reactor, material, fuel cycle, and independent spent fuel storage licensees.
The proposed rule would establish a regulatory framework containing the procedures and criteria that will apply to on-site storage of low-level radioactive waste (LLW), beyond January 1, 1996.
The Commission has determined, under the authority of the Atomic Energy Act of 1954, as amended, that Lhese changes are required because of potential health and safety concerns associated with the increased reliance upon on-site storage of LLW.
The proposed rule is intended to support the goals that have been established by the Low-Level Radioactive Waste Policy Amendments Act of 1985.
