COMMENTS CONCERNING THE NEED FOR INTEGRAL SYSTEM TESTING FOR THE WESTINGHOUSE AP600 -

THERMAL HYDRAULIC PHENOMENA SUBCOMMITTEE MEETING, MARCH 3, 1992 In response to your request, here - are my answers to the four questions you posed at the beginning of the subject meeting.

1.

Is high-pressure, full-height test facility required (for certification)?

I do not have the technical information to make this decision because: 1) code calculations and experimental data are not available; 2) results of the H core-makeup tank (CMT) tests will be important to this question; and 3) analytical modeling and verification will be influential to this decision.

The best way to answer the 11 NRR concerns transmitted to E would be via a high-pressure test program, but the H testing program may provide the answers as well.

2.

Should H be told to perform the high-pressure integral system testing?

The staff needs to make that determination.

I would like to see such data in order to improve my confidence.

But is such-testing required?

Maybe my decision would be based on the Oregon State University (OSU) and CMT test results and subsequent H analytical model of the AP600 performance.

The state of the staff's analytical program would. also be of concern to me.

There should be a better balance of analysis and experimental testing for the H program; at this time, more analytical work is needed.

I believe there should be a cooperative high-pressure test program that includes H, NRC, and DOE.

All parties would benefit in the long run.

3. Should RES perform high-pressure integral tests?

1 As such testing would improve ones confidence, yes.

The

problem can be looked as a scheduling issue.

If one relies on the M CMT and OSU tests to answer NRR's 11 issues, it is very i

likely that the staff will still insist on high-pressure-integral testing following the loss of time on the certification schedule.

On the other hand, if ROSA is-added to the CMT and OSU tests, it is likely the staff will approve 3

certification, without impacting the certification schedule.

4. Should ROSA-IV be used as the staff's high-pressure. full-height test facility?

Considering only the technical issues, it appears to be the only option for RES, given the budget constraints.

The.INEL analyses provided do not make the case one way or the other.

More analytical work is necessary before a decision can be made.
