ACRS FELLOWSHIP PROGRAM (0 pen)

During the April Committee meeting, the ACRS Chairman was asked to set up

3 a working group to provide recommendations as to future direction of the 1

ACRS Fellowship program.

-1 Dr. Savio discussed some of the history, including' resource allocation for.

j the ACRS Fellowship program. Members of the Subcommittee' agreed that the-i complete packsge of information on the program that was given to the Subcommittee should be given to Dr. Catton for information. Discussion of i

this program wi'l continue at the Planning and Procedures Subcommittee meeting on June 9, 1993.

The Subcommittee agreed that the Planning and Procedures Subcommittee would be the one to discuss the future direction of the Fellowship program.

Dr. Catton should be esked to attend those portions of' the j

Planning and Procedures Subcommittee meetings where the Fellowship Program is discussed. This matter will be discussed at the June 1993 Planning and Procedures Subcommittee meeting.

Note: Dr. Catton has been give the package of information, as requested, I

on the Fellowship program.

ELECTION OF ACRS OFFICERS (Closed) 4 i

The Subcommittee was told that the following members have not withdrawn their names from consideration for the election as Member-at-Large:

4 Mr. Lindblad-Mr. Wylie Mr. Davis The election of the Member-at-Large will be held during the May Committee-meeting. A majority' vote is required.

If a majority is not received on first ballot, a second ballot will be conducted with the top three names only.

STATUS of MULTILATERAL MEETING (0 pen)

During the April 1993 Committee meeting, Dr. Wilkins was asked to prepare a draft Committee letter with a list of topics and presenters for.

consideration to be sent to the RSK following.the May 1993 meeting. Dr.

Wilkins noted that ' he had received some suggestions on. topics - to - be discussed from 3 members and did prepare a proposed list of topics and presenters for discussion at the May meeting.

It was noted that Chairman Selin did send a response to the Germans / French suggesting that "a select delegation of ACRS members attend this meeting."

It was noted that Dr. Birkhofer, RSK Chairman, has suggested to the Office of International Programs that he come to the ACRS office on July 21st to talk about the October 11-15, 1993 multilateral meeting. ' Dr.'Birkhofer will be calling the ACRS office to discuss this matter in more detail at a future' time. Dr. Wilkins noted that if.he is in Bethesda for a planned

5 Subcomittee meeting on July 22-23, 1993 that he would come in a day early i

to meet with Dr. Birkhofer. The ACRS staff will keep Dr. Wilkins informed' l

on this matter.

IMPLICATIONS OF PORTIONS OF FACA BEING RULED UNCONSTITUTIONAL (0 pen)

This matter was not discussed. 0GC has prepared a response to Dr. Lewis' j

questions. It was suggested that Dr.. Lewis discuss his remaining concerns on this matter with the Comittee at the May 1993 meeting.

ETHICS REGULATIONS AND IMPLEMENTING MANAGEMENT DIRECTIVES 7.7 AND 7.8 j

(0 pen) 4 Dr. Larkins noted that he has sent a memorandum to the-OGC concerning i

draft ethics regulations and implementing management directives 7.7 and 7.8.

He said the OGC has indicated that it is considering the suggestions for incorporation into the final documents.

If incorporated. the ACRS Chairman would be authorized to give exemptions to Committee Members to j

retain prohibitive securities held at the time of appointment.

ADMINISTRATIVE GUIDANCE FOR NEW MEMBERS (0 pen) i It was noted that during the April 1993 ACRS meeting, the Comittee agreed that the ACRS staff should develop a short Guidance Book on administrative matters for use by the new Comittee members. Ms. Lee said that this is i

an ideal opportunity for the ACRS staff to give this matter" to a

-1 contractor for help in preparing this Guidance Book by the end of calendar-year 1993.

Dr. Larkins said that the ACRS staff will brief new Comittee members, f

starting with Dr. Shack, for an hour or so, as requested by the Comittee on the procedural, legal, and administrative matters.

The Subcomittee members suggested that Dr. Kress be asked to' be the Comittee's mentor for the Dr. Shack, the next potential new Comittee member.

8.

Use of BBS (0 pen)

Mr. Schofer passed out a memorandum to ACRS members regarding a bulletin board system poll. During the full Comittee meeting the members will be asked to respond to Mr. Schofer's May 10th memorandum by sending him their list of questions / problems with regard to the BBS.

ACRS RETREAT IN 1993 (0 pen)

The Subcomittee members discussed possible dates and locations for the next retreat. No specific _ location or dates'were selected. This matter will be discussed again next month.

The ACRS staff will determine what restrictions there are with regard to travel (distance requirements from the Bethesda office), if ACRS staff are to attend.

ASLBP ANNUAL MEETING (0 pen) f f

Dr. Larkins noted that he had been called by a representative of the Atomic Safety Licensing Board Panel (ASLBP) to invite the ACRS to I

participate in the ASLBP annual meeting, October 17-20, 1993, to discuss "first of a kind consideration for advanced plant reactors" (Dr. Shewmon participated in the 1992 ASLBP annual meeting). The meeting will be held at Berkeley Marriott Marina.

It was noted that this meeting will be held j

immediately after some of the ACRS members will be attending the I

multilateral meeting in France.

The ACRS staff should find out the number of members that are interested in attending the meeting.

It was suggested that-Mr. Lindblad and/or Dr.

Catton would be the likely members to attend and participate in this meeting.

11.

FUTURE ACTIVITIES (0 pen)

A separate future activities handout was given to the Subcommittee and l

discussed. This matter will be discussed at a Future Activities session at the May 1993 Committee meeting.

EROSION / CORROSION PROBLEMS AT PLANTS (0 pen)

Mr. Carroll suggested that the Committee should' look further into the

l matter of continuing erosion / corrosion problems occurring at nuclear plants, e.g. Sequoyah and Millstone plants. He would like to know what the j

staff and others think are the reasons for these continuing probiems. Mr.

I i

Carroll agreed to bring this matter up' with Dr. Murley during his i

i discussions with the Committee at the May meeting.

DR. WILKINS INVITED TO SPEAK AT NRC'S COMPUTER WORKSHOP (0 pen) j l

1 Dr. Wilkins noted that he was invited by Dr. Sheron in the NRC's Office of-Research to provide a presentation at the NRC staff's upcoming computer workshop.

Dr. Wilkins indicated that he may have been' selected by the staff to give this presentation for the ACRS since he is expected to be the Chairman of the Committee at the time the workshop takes place. The Committee should discuss this matter to determine whether it wishes to have Dr. Wilkins speak at this meeting as an ACRS member.

3.

TUTORIAL ON ORGANIZATIONAL BEHAVIOR (0 pen)

Mr. Carroll suggested that the Committee should consider inviting Dr.

Leamon and/or some other experts to give a tutorial to the Committee at a future meeting with regard to organizational behavior. This matter should be discussed with the Committee.

The meeting was adjourned at 4:15 p.m.
