(Comanche Peak Units 1 and 2)
Docket Nos. 50-445 and 50-446 Subiect:
PROPOSED IMPOSITION OF CIVIL PENALTY.- $50,000 l
This is to inform the commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $ 50,000 will be issued on or about December 30, 1993 to TU Electric.
This action is based on the violations identified as a result'of the followup of the accidental release of approximately 24,000 j
gallons of contaminated water to the containment floor and sumps in two separate events which occurred on October 26, 1993.
The violations which involved a significant lack of attention to licensed responsibilities have been classified as a Severity Level III problem.
A civil penalty equal to the base civil penalty of $50,000 has been proposed after offsetting mitigation for corrective actions and escalation for prior opportunity to l
identify and correct the problem.
It should be noted that the licensee has not been specifically informed of the enforcement action.

Mailing of Notice December 30, 1993 Telephone Notification of Licensee December 30, 1993 l
The State of Texas will be notified.
l The licensee has' thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the-civil penalty may be remitted, mitigated, or imposed by Order.
