MILLSTONE 3 HIGH PRESSURE INJECTION SYSTEM (TAC NO. M84948)

The NRC staff has reassessed the original staff safety evaluation of the

  • 1111 stone 3 high pressure injection (HPI) system in light of considerations related to the Shearon Harris alternate miniflow (AMF) occurrence. As discussed in Enclosure 1, we have concluded that the Millstone Unit 3 HPI continues to meet applicable regulations and criteria and is, therefore, acceptable.

Also, as part of the response to the Shearon Harris occurrence we have performed an audit of the design and operability of the AMF systems at Millstone Unit 3.

At a meeting on January 7,1993, Northeast Nuclear Energy Company (NNECO) provided information to describe its past operability determinations for Millstone Unit 3, and stated that it has determined that the Millstone Unit 3 AMF has always been operable, and the AMF systems are currently operable. As discussed in the enclosure, based on this audit of NNEC0's operability determination, we find that NNECO's determination is reasonable and appropriate.
