Houston Lighting & Power Company (HL&P), as part of its response to the subject weakness, made the following commitment:

"A series of special seminars will be conducted with those personnel assigned to TSC technical staff responsible for assessment, diagnosis, and mitigative actions to clearly define responsibilities and relationship to each other, the operations Support Center, and the Control Room.

The seminars will include performance based tabletop exercises to evaluate the effectiveness of this training.

This series of seminars will be completed by December 1, 1993."

The initial series of seminars was completed on schedule.

However, because of station needs, approximately one third o' the assigned personnel were unable to attend.

It has been decided that additional training is necessary to fully develop and validate these skills.

Hence, beginning in January 1994 training, addressing plant assessment, will be provided monthly.

TSC technical staff members will attend one of the monthly sessions each quarter, therefore, makeup training for personnel missing the initial seminar series will not be conducted.

The continued need for this supplemental training will be evaluated after the 1994 Graded Exercise.
