Dear Mr. Hickey:
I have reviewed the Abstract and the Summary and Conclusions of the Draft Environmental Impact Statement related to the proposed uranium facility in Clayborne Parish, LA.
This is to urge the Nuclear Regulatory Commission to support the findings of the DEIS and to proceed with the licensing process for this facility.
As a Member of Congress, I served on the Joint Committee for Atomic Energy from 1973 through 1975, and as chairman of the Subcommittee on Energy (Research and Production) of the House Committee on Science and Astronautics from 1973 through 1980.
I was employed as a Research Scientist at Hanford from 1950 througn 1970.
In the latter capacity, I worked with large quantities of highly radioactive material; and gained a working understanding of nuclear safety.
In my judgement, the DEIS presents a completely satisfactory evaluation of the level of human safety and environmental protection that will accompany the construction and operation of the proposed Clayborne plant.
I cannot imagine any sound reason for not proceeding with licensing.
Moreover, there are good reasons for handling this matter promptly, including the need to reduce dependence om foreign imports, and to save electric energy by providing an alternative to the gaseous diffusion process.
I urge the NRC to proceed with licensing expeditiously.
