December 22, 1993 Mr. John W.N. Hickey Chief Enrichment Branch j
Division of Fuel Cycle Safety and Safeguards Office of Nuclear Material Safety & Safeguards, Mailstop 4-E-4 U.S. Nuclear Regulatory Commission Washington, D.C. 20555.
Re: Claiborne Enrichment Center (CEC).
Dear Mr. Hickey:
This letter addresses the construction and operation of the Claiborne Enrichment Center (CEC), to be located within the Claiborne Parish in Northern Louisiana.
I understand that the Nuclear Regulatory Commission (NRC) recently published a " Draft Environmental Impact Statement (DEIS)" on this proposed uran-l ium enrichment center and has invited public comment. The following is my com-j ment on this construction and operation.
After reviewing the information from the DEIS draft, I am in complete support of the findings of the DEIS, and urge the NRC to expedite the licensing process for the Louisiana facility.
The CEC would provide a competitive and reliable national source of uranium enrichment services to the U.S. customers and would contribute to the U.S.
independence from foreign sources of this sensitive service, and God knows we need to become more energy independent from foreign sources.
The CEC would be a complementary and competitive supplier for this service to commercial utilities and would provide a means to negate the dependence on foreign suppliers and sources.
In closing, I urge you and the NRC to expedite the licensing of the Claiborne Enrichment Center in Northern Louisiana.
Si cerely,
