Dear Mr. Hickey:

I am writing to urge the NRC to approve the issuance of a Final EnvironmentalImpact Statement (EIS) for the construction and operation of the Claiborne Enrichment Center (CEC)in Claiborne Parish, Louisiana.

I have reviewed the Draft EIS and find the description of the facility and its operation to be _

consistent in its content with the many other safe and profitable nuclear facilities operating in the United States. There is no apparent reason to not allow construction to proceed. In fact I believe such a facility will be of great value to this nation ifit enables reduction of the fuel costs for energy production.

In light of the rigorous regulation which your agency routinely applies to its licensees, construction and operation of this facility should be permitted as soon as the thorough review process can be completed. Constnictive comments willimprove the safety and acceptance of the facility and should be welcomed and encouraged. Purely negative, obstructionist maneuvering should be accurately identified as counter to the public interest and given an appropriately weighting.
