2, ENTITLED " LOGISTICAL SUPPORT FOR LICENSE RENEWAL WORKSHOP" UNDER CONTRACT NO. NRC-03-93-032 In accordance with Section G.5(c) of the subject contract, entitled

" Task Order Award," this letter confirms verbal authorization provided to your office by Ms. Barbara Meehan, of my. staff, to commence work under the subject task order effective September 3, 1993, with a temporary ceiling of $5,000.00.

This effort shall be performed in accordance with the enclosed Statement of Work, and the Contractor's proposal dated August 26, 1993.

Task Order No. 2 shall be in effect from September 3, 1993 through December 15, 1993, with a cost ceiling of $24,709.00.

This amount is inclusive of the temporary ceiling of $5,000.00 that was verbally authorized pending definitization of this task order. The amount of $22,686.00 represents the total estimated reimbursable costs, the amount of $1,928.00 represents the fixed fee, and the amcunt of $95.00 represents the facility's capital cost of money.

Title:

1 BACKGROUND Since publishing the final rule,10 CFR Part 54, " Requirements for License Renewal of Operating Licenses for Nuclear Power Plants," the Nuclear Regulatory Commission has been conducting various activities for implementing the license renewal rule. Staff interactions with nuclear industry groups and individual licensees have identified several key issues related to the.

implementation of the rule.

In response to these issues and as directed by the Commission, NRR plans to convene a public workshop to receive comments on how best to take advantage of existing programs as a basis for concluding that the effects of aging will be managed in an acceptable manner during the extended period of operation. The workshop will be held at the Holiday Inn in Bethesda, Maryland, on September 30, 1993. NRC has contracted separately with the Holiday Inn for the facilities for the workshop. Attendance is estimated to be 250 individuals.

NRC will issue a Federal Reaister notice (FRN) announcing the public meeting.

The FRN will indicate that written comments on the material to be covered in the workshop will be accepted before, during, and after the workshop.

Notification of intent to attend the workshop or make a presentation should be received by NRC no later than September 15, 1993.

OBJECTIVE The obje-tive of this task is to obtain contractor ansistance in organizing a workshop on license renewal issues and to produce a report following the -

workshop proceedings that identifies and characterizes the issues discussed.

b TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REQUIRED It is the responsibility of the contractor to assign technical staff, employees, subcontractors, or specialists who have the required educational background, experience, or combination thereof to meet both the technical and regulatory objectives of the work specified in this statement of work (S0W).

The NRC will rely on representations made by the contractor concerning the qualifications of the personnel assigned to this task order including assurance that all information contained in the technical and cost proposal, including resumes, is accurate and truthful.

The use of particular personnel on this project is subject to the NRC Project Manager's approval. This-includes-proposed changes to key personnel during the life of the project.

If any work will be subcontracted or performed by consultants, the prime contractor shall obtain the NRC Project Manager's written approval of the subcontractor or consultant prior to initiation of the subcontract effort.

Conflict of interest consideration shall apply to any subcontracted effort.
