NRC Region I Special Inspection Report Nos. 50-317/93-31 and 50-318/93-31

(November 15,1993 - November 19, 1993)

This report transmits the findings of a special inspection conducted at the Calvert Cliffs

Nuclear Power Plant. The purpose of this inspection was to review BG&E's actions

following the identification of a potential concern regarding long-term operability, under

certain accident conditions, of your closed loop safety-related cooling systems that are

replenished from non-safety-related makeup sources. In addition, inspectors reviewed

BG&E's response to an excessive leak from the Unit I service water system on

September 29,1993. At the conclusion of the inspection, these fm' dings were discussed with

Mr. Cruse of your staff.

Based on the results of this inspection, the NRC concluded that the operation of the service

water and component cooling water systems with the existing makeup sources and

contingency plans is safe. Also, despite weaknesses in timeliness and interdepartmental

communications, BG&E's response to the excessive service water leak on September 29 was

satisfactory and showed good safety perspective. There were no actual safety consequences

to the excessive service water leak or to the operation of the service water and component

cooling water systems without a safety-related makeup source, because a makeup source was

always available.

While BG&E's identification of the challenge to long-term operability of the service water

and component cooling water systems without a safety-related makeup source was

commendable, the NRC is concerned that the issue was not resolved in a timely manner, and

that the resolution was not effectively communicated to operators. The failure to promptly

resolve the condition was a violation of NRC requirements, as specified in the enclosed

Notice of Violation (Appendix A). The NRC recognizes that BG&E considers this problem

to be an example of previously identified weaknesses in the corrective action program, and

strongly encourages your ongoing efforts to strengthen issue resolution.
