Response to inspection Report 93-27/27 During an NRC Radiological Controls inspection, the inspector conducted an off-hours test to evaluate the ability of control room personnel to p ovide information in accordance with 49 CFR 172, " Hazardous Materials Tables and Hazardous Materials Communications Regulations". Additional guidance in this area is provided in NRC Information Notice 92-62, " Emergency Response information Requirements for Radioactive Material Shipments". Although the call demonstrated satisfactory capability to provide appropriate emergency response information, several aspects of the process need to be re-evaluated to assure proficiency in responding to this type of an event.
These areas concern providing the appropriate emergency response information within 15 minutes, maintaining communication linkage until the appropriate information is provided, and ensuring that shipment manifest information is readily available to the individuals that provide oN-hours emergency response information for rad;oactive material or waste shipments.
To address these issues, appropriate control room personnel were contacted to heighten awareness of procedural and response time requirements with respect to emergency response information. Shipping manifest cover sheets and survey forms are now being provided to the Shift Managers. This information is now easily accessible in the Shift Manager's Office.
The Chemical Transportation Emergency Center (CHEMTREC) was contacted and evaluated to provide and monitor the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> emergency response telephone number as required by the Department of Transportation. After the appropriate emergency response information is provided to CHEMTREC, radioactive waste material shipment manifests will contain CHEMTREC's telephone number as the emergency response contact.
CHEMTREC will be implemented as the emergency response information provider by January 31,1994.
Radioactive Waste Procedure RW-C-231 " Emergency Response to Off-site Radwaste and Radioactive Material Transportation Accidents" will be changed to a "Special Event" procedure. This will help to ensure that required notifications are made in a prompt and efficient manner so as to enhance implementation of emergency response in the field. This procedure re-classification will be completed by March 31, 1994. Additionally, the Reportability Manual will be revised to include radioactive waste and material shipment accidents. This will also enhance the ability of Operations personnel to make the appropriate reporting requirtments.
This addition will be completed by June 30,1994.
