I bring to your attention an issue significant to our overall energy picture, affecting U.S. global competitlen, energy efficiency, jobs. and energy security:
the construction and operation of the Claiborne Enrichment Center (CEC), to be located within the Claiborne Parish in Northern Louisiana.
The Nuclear Regulatory Commission (NRC) recently published a
" Draft Environmental Impact Statement (DEIS)" on the construction and operation of the proposed uranium enrichment center and has invited public comment.
I have reviewed the DEIS and, in light of the overall favorable comments published in the DEIS, I ask you to support the findings of the DEIS and to expedite the licensing process for the Louisiana facility.
The enrichment facility, through chemical processing, will make' uranium into fuel for nuclear power plants, which provide more than 20% of the nation's electricity needs.
The facility will use centrifuge technology, which according to the DEIS, "uses significantly less energy to produce a unit of output.[than other enrichment processes)".
The DEIS also "tates, " rejection of the proposed action would prevent the introduction of well proven and l
energy efficient technology into the USA market".
In addition, the facility would be "a major socioeconomic asset".
In fact, the facility will provide jobs for a wide range of people in Claiborne Parish.
There will be jobs for all levels ranging from technical positions to those requiring little background or training.
The DEIS also reviewed and evaluated potential environmental consequences and concluded:

I severe weather (heavy rainfall and cyclonic events) and seismic events."
Further, Claiborne Parish is one of the lowest seismic-risk areas in the country and is located within a zone that experiences a peak wind speed of less than 75 mph.
The DEIS also concluded:
&Through the combined result of plant and process design, protective and administrative controls, operation of the CEC does not pose a significant threat to public health and safety."
I am convinced that the facility can be constructed and operated with small and acceptable impacts on the public and the environment.
Therefore, a license should be issued to the applicant, Louisiana Energy Services, to authorize construction and operation of the proposed facility.
