Contract No. NRC-26-93-296, Task Order No. 2 Entitled " Training Management Support" In accordance with the Section G.9 entitled, " Task Or.ar Procedures" of the subject contract, this letter definitizes Task Order No. 2.
The effort shall be performed in accordance with the enclosed Statement of Work and the contractor's technical proposal dated July 29, 1993.
Task Order No. 2 shall be in effect from September 13, 1993 to April 12, 1993, with a total cost ceiliing of $59,902.00. The amount $55,983.00 represents the' total estimated rei'mburssble costs, and the amount of $3,919.00 represents the fixed fee.
The obligated amount of this task order is $59,902.00.

TASK ORDER 2 TRAINING MANAGENENT SUPPORT
Background
The NRC's Office for the Analysis and Evaluation of Operational Data (AE00) is responsible for ensuring that NRC personnel are adequately trained to effectively carry out assigned duties in response to emergencies. This responsibility requires not simply the design and conduct of specific training events, but comprehensive management of all training activities. This, in turn, requires detailed procedures and tools to maintain records on training.
To perform its training management responsibilities, NRC headquarters and regional personnel need useful tools to manage the many different types of information associated with training, including, for instance, detailed and immediately accessible data on the training history and current status of HRC personnel assigned to emergency teams. The improved procedures and tools that result from work on this Task Order will at a minimum meet the following requirements:
Provide a training profile on all NRC personnel requiring emergency response training. This profile will include the team (s) and position (s) to which the individual is assigned; the specific training courses required; attendance at scheduled training; and results of training.
Define the key attributes and resource requirements for each available,
training course. This will provide ' course profiles" that, for instance, indicate whether a course is class-room lecture, hands-on training, or both.
It also will help to identify the resourceC.
necessary to conduct training, e.g., the number of instructors, the type of facilities and amount of space, and the type and amount of equipment and supplies.
Schedule training events. This will enable necessary training preparation to take place (e.g., the development of materials, rehearsals) and also help to ensure that training events do not conflict with other activities.
Develop and issue letters of notification and completion. This will allow personnel who require training to be notified of upcoming I

..ing, and will also document participation in, and the results of, each training event.
Scope of Work The contractor will perform the following work:
Task 1.
Identify the intcemation needed by NRC headquarters and NRC regions to offectively manage training. The contractor will conduct interviews with NRC personnel wh9 manage and administer training to determine what information they need to better plan, conduct, and track training activities. The contractor will obtain information from NRC headquarters and regional personnel.
Task 2.
Review and assess current methods by which FRC headquarters and NRC regions manage information on training. The contractor will review hard-copy documents and automated records to determine the asefulness and limitations of current training management information and record-keeping procedures.
Task'3.
Provide recommendations to the Technical Monitor and appropriate technical staff on ways to better manage information on training. The contractor will provide a report to the Technical rionitor and selected technical staff that summarizes the results of the data collection and assessment performed under Tasks 1 and 2, above. This report will highlight key steps that should be taken to improve the management of training information.
Task 4.
Design and develop procedures and tools to make the necessary improvements. Consistent with the recommendations laid out in Task 3, above, and in line with guidance from NRC staff, the contractor will put in place the procedures.and tools to improve training management. This will include the incorporation of existing NRC records (e.g., dBase files) into new syst, ems.
Task 5.
Test' and install automated training tools. The contractor will '
modify, test as necessary, and implement an automated training management and 4
rostering system to meet the needs of NRC headquarters and regional personnel.
The system will be capable of operating in a stand-alone mode and as part of a network. The contractor will prepare a software installation package and users' manual for each region that will permit the regions to easily install the system.

Task 6.
Provide training to users. The contractor will provide necessary training to system users in headquarters.
Furthermore, the contractor will provide 2 user manuals for NRC headquarters and each of the regions in which the system is installed.
