Dear Mr. Hickey:
I have reviewed a summary of the " Draft Environmental Impact Statement (DEIS)"
for the construction and operation of the proposed Claiborne Enrichment Center,'

to be located within claiborne Parish in Northern Louisiana.
I would like to say that I support the, findings of the DEIS, and assuming the f acility design meets all applicable safety standards and regulations, I urge you to expedite the licensing process for the facility. I support the concept of an environmental impact statement, and find it discouraging that some environmental groups reject this rational approach to industrial development decision making.
I am confident that your division will properly consider public comments with legitimate technical or other concerns, and properly reject comments based on unsubstantiated claims from the fear mongers.
I worked briefly at the River Bend station during its construction and start-up, and my impression from the media and from talking to people was that'the plant was seen as positive long term industrial development, providing jobs and other positive economic impact to the surrounding community. In contrast to my exposure to the. Shoreham saga (on Long Island, New York), there were no sensational articles appearing in the daily papers full of false or misleading information designed to provoke anger and fear. Although opposition groups may build e following with this type of campaign, I hope most people in the Claiborne Parish and other surrounding communities will remain rational and well informed with facts regarding the proposed development.
I feel this f acility is important for American competitiveness. If you glance at any of the nuclear pcwer trade magazines, you will see evidence of the intense marketing of nuclear fuel f rom foreign suppliers. In addition, I strongly support -
the increased use of nuclear power as a means to protect the environment on many levels, including zero greenhouse gas emissions and a reduced need for oil transport with the resulting potential for hazardous spills.
In summary, I urge you to expedite the licensing process for the claiborne Enrichment Center, to be located within Claiborne Parish in Northern Louisiana.
