' MECHANICAL & ELECTRICAL CONSULTING December 20,1993 Division of Fuel Cycle Safety and Safeguards Office of Nuclear Material Safety and Safeguards Mailstop 4-E-4 US Nuclear Regulatory Commission Washington, DC 20555 ATTN: John W. N. Hickey, Chief, Enrichment Branch

Subject:

Claiborne Enrichment Center (CEC) Claiborne Parish, Loulslana

Dear Mr. Hickey,

in that nuc! ear power plants presently provide 20 percent of the nations electricity and in that most likely this will increase in the future and lower our dependency on fossil fuel for electricity needs, it is recommended that the construction and operation of the subject plant-be approved.

The CEC will provide a competitive and reliable natura! source of uranium enrichment services to US customers and would be a competitive supplier for this service to commercial utilities.

Through proper plant and process design, with protective and administrative controls, the operation of the CEC plant would not pose a significant threat to public health and safety.

This plant will be an advantage to the Louisiana area and the the United States.

Yours very truly, Iif t
