Chief Enrichment Branch Division of Fuel Cycle Safety and Safeguards,Mailstop 4-E-4 U.S. Nuclear Regulatory Commission W::hington,D.C.20555 Dacr Mr. Hickey:
I am writing this to offer comment on the recently published Draft Environmental Impact Statement (DEIS) dealing with construction and op2 ration of the proposed uranium enrichment center in Claiborne Parish La (CEC).
From my view point, this facility is very much needed to compliment cxisting enrichment resources available to the nuclear power industry. The cost benefit advantages of-having alternative competitive domestic fuel cupply plus diminishment of dependence on foreign suppliers more than justifies such a facility.
In so many areas the Nation's technology is falling behind well managed foreign competition. The centrifuge technology proposed for the CEC plant will hopefully minimize chances of this aspect of nuclear power from folling into circumstances similar to that which we see in the waste c nagement area.
It is time for the U.S.
to stop marking time on the implementation of a responsible complete nuclear power cycle and reestablish leadership again in this critical energy area.
Tho DEIS appears to present a fair, accurate, and practical assessment of the risk factors associated with this facility. Approval for construction would clearly be a positive step in the right direction. Accordingly I hope those responsible for approving the application will get on with it in a ticely manner.
Si corely,
