Dear Mr. Donnelly:

This refers to the routine safety inspection conducted by Messrs. R. Leemon,

C. Brown, and R. Twigg of this office from August 28 through October 19, 1993.

The inspection included a review of activities at the Big Rock Point Nuclear

facility authorized by NRC Operating License No. OPR-6. - At the conclusion of

the inspection, the findings were discussed with those members of your staff

identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures

and representative records, observations, interviews with personnel, and

'

discussions related to a forced power reduction when the reactor feedwater

pump tripped due to personnel error.

No violations of NRC requirements were identified during the course of this

inspection.

However, during this period, an Enforcement Conference was held

with the licensee relating to the loss of control over two plant evolutions;

+

.ne involving the hydrostatic primary system test and the other a breach of

containment integrity with a concurrent mode change.

These issues were

discussed at the Enforcement Conference and are included in special inspection

report Nos. (50-155/93014 and 50-155/93015(DRP)).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
