Dr. K lkins reported on his meeting with NRR senior management on the morning of July 7.

He noted that Bill Russell offered to meet with the ACRS in closed session to discuss the mater.ial that NRR has on foreign Digital I&C issues.

MEETING WITH OFFICE DIRECTORS (Open)

As a follow on to Dr. Wilkins meeting with NRR, Dr. Murley suggested that the ACRS Chairman meet'with the NRC Office Directors and the Deputy EDO to discuss the relationship of the Committee and the NRC staff.

Dr. Wilkins suggested that Jay Carroll, Bill Lindblad and John Larkins also attend.

A copy of the transcript from the last meeting with Office-Directors is attached for information and use.

ACRS FELLOWSHIP PROGRAM (Open)

The Planning and Procedures Subcommittee discussed the j

future direction of the Fellowship Program.

John Larkins and Dick Savio presented an option paper on alternatives for the future of the Fellowship Program.

The paper will be provided to the members for discussion during the Committee meeting.

ACRS RETREAT IN 1994 (Open)

In June, the Planning and Procedures Subcommittee members decided that a Committee retreat / planning session could not be scheduled until early 1994.

Dr. Wilkins made some suggestions for topics, and asked for input from the members.

He reported that he had not received any input from the members.

STATUS OF MULTILATERAL MEETING (Open)

The Travel Authorizations for the trip have been sent to Travel Services.

Jay Carroll informed the Subcommittee that seats were not available on the direct United Airlines flight from Dulles to Paris on Saturday October 9 using bonus coupons.

Dr. Wilkins was unable to return on Saturday.

October 16 using bonus coupons.

He will be returning on Sunday.

Copies of the of papers to be presented by members should be available at the August meeting so that they can be forwarded to the French.

There was a discu3sion on the French reaction to the proposed papers by the ACRS, as two-of the papers (IPE and ApS results) do not appear to relate to future reactors.

The French seem to prefer a paper on the EPRI Utility Requirement Documents instead of one on IPE.

Mr. Carroll expressed willingness to submit a paper on the EPRI Requirements Documents.

The Committee needs to discuss this matter further.

Dr. Wilkins will be meeting with Dr. Birkhofer on July 21, 1993 to discuss details of the October 11-15, 1993 meeting.

Additionally, Dr. Catton and possibly other members will be meeting with Dr. Birkhofer to discuss thermal hydraulic and hydrogen mixing issues.

Dr. Lewis suggested that Dr.

Birkhofer attend for about 30 minutes, if his schedule permits, the July 21, 1993 Subcommittee Meeting on Computers in Nuclear Power Plant Operations.

Dr. Larkins will find out whether Dr. Birkhofer will be able to attend this meeting.

COMPUTER SUPPORT SERVICES (Open)

The NRC Office of Information Resources Management has informed us that hardware and software necessary to provide access to the E-mail portion of AUTOS should be installed by the end of July.

Internet accounts will be available by September.

We have received new AT&T calling cards for all members.

This should eliminate the problems some of the members were having with the FTS 2000 cards.

We have 3 portable computers which are available for members use on meeting days / evenings.

GENERIC COMMUNICATION PROCESS (Open) l Steven Sholly has requested an ACRS investigation to determine whether the NRC Staff's process of issuing Information Notices can be expedited.

PROPOSED AMENDMENT TO ACRS BYLAWS (Open) e An amendment to the Bylaws proposed by Jay Carroll was discussed briefly by the Subcommittee.

Mr. Carroll will submit this proposed amendment to the Committee during the July meeting.

In accordance with the Bylaws, this amendment will be discussed and voted on during the August meeting.

THERMAL HYDRAULIC CODE REVIEW (Open)

The Subcommittee discussed the level of detail at which Dr.

Catton should review the thermal hydraulic codes.

Members of the Subcommittee wondered why the ACRS should review these codes in detail instead of the NRC staff.

Dr. Catton said that he is not satisfied with the staff's review of these codes.

The Subcommittee suggested that Dr. Catton provide a list of codes that he plans to review, the number of subcommittee meetings needed for this effort, and the schedule at which this review will be completed.

The Subcommittee also suggested that if Dr. Kress intends to review in detail the severe accident codes, he should also provide the information requested of Dr. Catton.

There was also some discussion of the validity of the MAAP Code.

The question that still needs to be discussed by the full Committee is whether the ACRS should spend its resources to review those codes in detail instead of the NRC Staff in view of the resource constraints.
