ACRS FELLOWSHIP PROGRAM (Open)

The future direction of the Fellowship Progran was discussed.

During the May Committee meeting, Ivan Catton 1

was asked to attend those portions of the Planning and i

Procedures Subcommittee meetings where the future direction of the Fellowship Program is discussed.

Information on the program's history was provided to Ivan Catton during.the May meeting.

Several options were discussed and John Larkins and Dick Savio will prepare an option paper for discussion during the July Planning and Procedures Subcommittee P

meeting.

S'1,1TUS OF MULTILATERAL MEETING (Open)

Attachment A.

pp 1-3 During the May ACRS meeting, the Committee approved the topics and authors of papers to be given at the October 11-15, 1993 Quadripartite meeting to be held in France.

The Committee decided that J.

Ernest Wilkins, Harold Lewis, Jay Carroll, Robert Seale, Peter Davis, Tom Kress, and John Larkins should attend so as to fulfil the suggestion by Chairman Selin that a " select delegation of ACRS members attend this meeting."

The Chairman was informed by memorandum dated May 26, on the members planning to attend and the papers being given.

Tanya will provide the attendees with an itinerary during the June meeting.

All attendees need either a red or blue passport.

If a red passport is used, you must have a. visa to enter France.

Dr. Birkhofer has told the NRC's Office of International Programs that he intends to be in the Washington, DC area on July 21, 1993 and would like to come to the ACRS office to.

discuss details of the October 11-15, 1993 meeting.

He will be calling this office to discuss this matter in the near future.

Currently-J. Ernest Wilkins plans on meeting with Dr. Birkhofer on July 21st.

ADMINISTRATIVE GUIDANCE FOR NEW MEMBERS (Open)

During the April 1993 ACRS meeting, the Committee agreed that the ACRS staff should develop a short Guidance Book on admiaistrative matters for use by the new Committee members.

l The Statement of Work has been sent to the Division of Contracts.

The contractor should be on board by the end of September to develop a manual for both the members and staff.

In addition, it was agreed that an office staff briefing of procedural / legal matters (an hour or two) for new members would be appropriate, and each new member would be assigned a mentor.

Dr. Shack will be the first member to receive this orientation.

It was noted that Tom Kress had volunteered to serve as a mentor for Dr. Shack.

Ernest Wilkins announced that there was not an acceptable date for the retreat in 1993 and the we should look at dates in early 1994.

The location for the retreat was discussed, i

In the past, the retreats have been near Washington, D.C.

but no decision was made for the 1994 site.

The Committee needs to develop a list of topics for the retreat.

ACCESS TO AUTOS AND INTERNET (Open)

The NRC Office of Information Resources Management.has informed us that access to the E-mail portion of AUTOS will be provided to the members by the end of June and that INTERNET accounts will be available by September.

We are requesting that our Sun workstation be attached to the NRC INTERNET network.

We need to know how many members want INTERNET accounts.

Some members already have accounts through universities.

NAVAL REACTORS (Opet' John Larkins and Paul Boehnert met with members of the Division of Naval Reactors (DNR) of DOE to discuss the ACRS review of a submittal to the NRC of a new power plant for the next generation of nuclear submarines.

A schedule is currently being developed for that review with some potential meetings this calendar year and next.

DNR is anticipating the NRC completing this review in late summer 1994.

SUBCOMMITTEE ASSIGNMENTS (Open)

Attachment E pp'22-23 i

Sam Duraiswamy proposed abolishing the Advanced Pressurized.

Water Reactors Subcommittee and establishing a Westinghouse Standard Plant Design and a ABB-CE Standard Plant Designs in its place.

He also proposed establishing a Simplified Boiling Water Reactor Subcommittee.

The Planning and Procedures Subcommittee endorsed these recommendations and the Committee Chairman appointed Bill Lindblad as Chairman of the first Subcommittee and Jay Carroll as Chairman on the second and third Subcommittees.

Starting in July, all NRC paychecks must be directly deposited in a financial institution.

The question was raised as to whether Travel Reimbursement checks could also i

be sent directly to financial institutions.

At the-present time, the NRC does not have this capability, but they are working on a means to provide this capability.

The use of frequent flyer benefits was discussed.

John Larkins has had the staff prepare a chart containing an approximation of miles flown by members for the past five a

PARTICIPANTS IN THE QUADRIPARTITE MEETING OF ADVIS,ORY COMMITTEES As a follow up to your recent discussion with Dr. Paul Shewmon, Chairman, ACRS, the Committee has decided to send six of the members of the Committee to participate in the Quadripartite Meeting of Advisory Committees.

This is approximately half of the Committee (11 members).

This decision was reached after diligent discussions con'cerning who could best represent the Committee on the selected subject areas for discussion.

Five Committee members will be presenting papers as described in the attached letter to Messrs. Birkhofer and Cogne.

Additionally, I will be attending as the Chairman of the ACRS.

As this meeting involves a number of members of an advisory committee operating under FACA, I believe that it is necessary that a full-time government employee should attend; therefore, the Executive Director of the ACRS/ACNW or his designee'will participate in the meeting.

I believe the Committee has been responsive to your request to show restraint in selecting the number of participants for this meeting.

The participants were chosen carefully.

I believe the committee has made good choices and has made a genuine effort to use the minimum number of people necessary to cover the agenda for the Quadripartite Meeting.

DRAFT ETHICS REGULI.TIONS AND IMPLEMENTING MANAGEMENT DIRECTIVES 7.7 AND 7.8 This is in response to your memorandum dated April 6, 1993, same subject.

The ACRS/ACNW staff has reviewed the draft regulations and implementing management directives and generally concurs with your recommendation for security ownership restrictions for ACRS and ACNW Members.

In implementing this management directive, we recommend that the Chairmen of the ACRS/ACNW be authorized to give exemptions to Committee Members to retain any prohibitive securities held at the time of appointment.

If allowed, this would help to facilitate a

liberal exemption policy and still be consistent with the intent of the directive.

Waivers granted by either the ACRS/ACNW Chairmen would be reviewed by OGC and the right of the Commission would be preserved to deny an exemption request, if the holdings were of such a magnitude that the agency determined that the individual would be required to recuse himself or herself from a significant number of matters that were likely to come before the Committee.

This subject has been discussed previously with the Committees, and there is reasonable agreement with this approach.

Additionally, I have reconsidered which ACRS/ACNW staff members in positions at GG-15 and below should be covered by the security ownership restrictions (Security Ownership Directive 7.7).

The Branch Chiefs, staff engineers, and senior staff engineers and scientist in the Nuclear Reactors and Nuclear Waste Branches should come under this directive.

All other staff members, except those in SES positions, would not be coverf b

policy, technical and licensing issues pertaining to 8

the evolutionary and advanced light water reactor 9

designs.

The Commission has received numerous 10 briefings on these issues in the past, but SECY-9 3-087 11 represents the culmination of the many papers to the 12 Commission on these policy issues, issues affecting 13 the evolutionary and passive light water reactors.

14 This SECY also provides status on the policy issues as 15 well as the final staff reconnendation on some 20 16 issues.

17 I'm sure that the briefing charts -- the 18 briefing today will focus on a certain number -- I've 19 been told that the briefing itself will concentrate on 20 eight issues, but of course you'll be available to 21 answer questions on any of the issues that might come 22 up.

23 I understand that copies of the viewgraphs 24 are available at the entrances to this room.

15 prepared to answer questions on' any of the topics that l

16 the Commission cares to explore.

20 word and talk about some of the comments that came 21 from the ACRS in their meeting with you this morning.

many interactions.

Our commitment to

commitment to them and the staff's is that we will 3

work with them early on issues and not wait for our 4

final position in the SER.

We have not been waiting.

5 Other than the mere f act that they're meeting on these 6

issues that we talked about, that we're going to talk 7

with you today, is I think an indication of the kind 8

of interactions that we've been having with them.

With' regard to their final review, I've 10 agreed to give them early draf ts of SER chapters as we

11 U write them and not wait for the final SER.

They've got six weeks after we finish 14

wrapping up the FSER and send it to the Commission, i

15 but they will have had interactions long before then.

16 With regard to your comments on digital 17 INC systems, I am concerned.

I think they're giving 18 you a distorted picture of a situation there and I 19 don't know the reason for that, but it is troubling to 20 me and to the staff.

We are not blindly applying the 21 concepts of diversity and redundancy that we use to 22 mechanical and electrical systems.

We have had -- in 23 addition to our reviews and meetings with General 24 Electric and CE and Westinghouse, the staff has had
