Dear Congressman Ridge:
I am responding to your letter cf August 9,1993, regarding your constituent, Mr. Joseph Valley. Mr. Valley expressed concern about the time required for review of an application for a safety evaluation of a gauging device filed-by Isotope Measuring Systems, Inc., (IMS) of Mars, Pennsylvania.
The gauging device will be used by Sawhill Tubular Division, of which Mr. Valley is President.
The Source Containment and Devices Branch uses a first-in-first-out system for scheduling its safety evaluation reviews. However, the current work backlog and staffing limitations have resulted in delays of several months in processing these applications. The IMS application was filed in late April 1993 and the proper licensing fees submitted in mid-June. Our initial review indicated this application did not contain sufficient information necessary to complete our safety evaluation. The application was also unusual because of the large curie content of the device and soluble form of the radionuclide used.
If containment is lost, contamination could result in worker exposure and in significant decontamination costs.
We notified IMS by two letters in August 1993 that additional information was needed to continue the review. We have recently received additional information from IMS and are now resuming our review of the application.
