- SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 46 TO FACILITY OPERATING LICENSE NO. NPF-47 GULF STATES UTILITIES COMPANY RIVER BEND STATION. UNIT 1 i
DOCKET NO. 50-458' INTRODUCTION By letter dated June 6, 1990, Gulf States Utilities Company (GSU) fthe licensee) requested an amendment to Facility Operating License No. NPF-47 for the River Bend Station, Unit 1.
The proposed amendment would increase the number of smoke-
'a detectors in Technical Specification (TS) Table 3/4.3.7.8-1 from two to three.
The additional smoke detector would be installed as a result of modifications to the control rod drive (CRD) maintenance rebuild room. The modifications would include installation of a suspended ceiling. The suspended ceiling would further enclose the CRD maintenance rebuild room to facilitate cleanup, provide l
improved control air movement, and limit the spread of airborne contaminrtion which could occur during work on CRDs. Currently, the room has a smoke detector l
installed in the ceiling. The new detector would be installed below the suspended ceiling and in the same detector zone as the currently installed detecto'r. Zone l
SD-100 in the Auxiliary Building-General Area West, Elevation 95'9" currently i
has two smoke detectors.
EVALUATION The staff reviewed the proposed change for conformance with Standard Review Plan Section 9.5.1, which includes Branch Technical Position (BTP) CMEB 9.5-1.
i BTP CMEB 9.5-1 contains the technical requirements of Appendix R to 10 CFR 50 and BTP ASB 9.5-1 for fire protection systems.
Section III.F of Appendix R to 10 CFR 50 requires automatic fire detection in all areas of the plant that contain or present an exposure fire hazard to safe shutdown or safety-related systems or components. The CRD maintenance room is such an area.. Section C.S.a.11 of BTP CMEB 9.5-1 requires suspended ceilings be constructed of noncombustible material and that concealed spaces be devoid of combustibles.-
l Additionally, Section 5.d(1) states that safety-related systems should be l
isolated or separated from combustible material. When this is not possible, l
special protection should be provided.
I The licensee has aroposed the installation of a metal noncombustible suspended ceiling in the CR) maintenance room which would create a concealed space with combu stibles.
The combustibles consist of IEEE-383 rated electrical cables in open cable trays.
In accordance with the above guidelines the existing fire detection will remain as automatic suppression (wet pipe sprinklers), will be provided over all combustibles, and will be fed from an existing system. This will provide adequate protection for the concealed space.

will be tied into the existing roem detection system. The new detector will l
be an ionization type fire detector identical in all aspects to the existing fire detector which vill be in the concealed space after installation of the suspended ceiling. The addition of the fire detector below the suspended ceiling increases the total number of detectors in the zone to three, thus making the change to TS Tab'e 3/4.3.7.8-1 necessary.
Based on its evaluation, the staff findr that the proposed change is in accordance with Appendix R to 10 CFR 50 and BTP CMEb 9.5-1 and is, therefore, acceptable.
ENVIRONMENTAL CONSIDERATION The amendment involves a change in a require'nent with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20 and changes in surveillance iegti ements. The staff has determined that the amendment involves no significant incriase in the amounts, and no signi-ficant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposures.
The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, the amendment meets the eligibility). criteria for categorical exclusion set forth in 10 CFR Section 51.2P(c)(9 Pursuantto10CFR51.22(b),noenvironmentalimpactstatement or environmental assessment need be prepared in connection with the issuance of the amendment.
l CONCLUSION l
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such activities will be conducted in compliance with the Comission's regulations, and the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public. The staff therefore concludes that the proposed changes are acceptable.
