Dear Mr. Distenfeld:

I am responding to your. letter to me dated August 6,1990.

In that letter you stated that you wanted to determine the NRC's position on:

1. Elimination of separate certification for power reactor candidates for certification by the American Board of Health Physics (ABHP).
2. The ABHP's contention that comprehensive certification, which includes applied work experience, satisfies the need for certified power reactor health physicists.

no plans to develop any such positions. ABHP certificaticn, whether compre-hensive or power reactor, is not among.the NRC requirements for Radiation Protection Managers or other professional radiation protection staff members at nuclear pc tr plants because imposition of such a requirement would unfairly eliminate some individuals who are well qualified.. There also is no requirement for any nuclear power plant professionals to be registered professional engineers.

Although they are not among NRC regulatory requirements, both ABHP certification and registration as a professional engineer are recognized by the NRC st:ff as being among the ways in which scientists and engineers can achieve and demonstrate L

their professional expertise in the fieldssof radiation protection and nuclear i

science and engineering. The NRC has supported its employees who have participated, l

voluntarily, in ABHP certification activities.
