MINUTES OF MEETING WITH NUMARC TO DISCUSS THE STATUS OF THE REVIEW 0FNEWSTANDARDTECHNICALSPECIFICATIONS(STS)'AND LEAD PLANT CONVERSIONS TO NEW STS On Tuesday, Agust,14, 1990, at 1:00 P.F NRR management met with NUMARC management at NRC headquarters at One White Flint North, Rockville, Maryland, to discuss the status of the review of new STS and lead plant conversions to new STS.
Dr. Thomas E. Murley, Director of the Office of Nuclear Reactor Regulation (NRR), NRC, commented that the new STS needed improved Bases, that the delays in producing the new STS needed to stop, and that the NRC staff was moving ahead to produce the new Sls. He also commented that he hoped the Owners Groups would participate in accordance with the staff's schedule. However,.he added that if the Owners Groups did not want to participate, the staff would
-build on the material already submitted by the Owners Groups to complete the
- new STS.
He pointed out that the NRC has made an enormous resource commitment to the program and questioned if the Owners Groups and NUMARC were providing sufficient resources and management to support the program.
Murray Edelman, Chairman of the Technical Specifications Improvement Program Working Group, NUMARC, commented that industry needed time to produce a quality product, that they were getting there, but that they were not there yet. He then commented that industry needed to resolve open items.with the staff, especially 5 open items that were generic to all sections of the new STS. He did, however, state that all new STS section Bases except Electrical would be submitted by August 15, 1990.
J. Lee Robertson, the BWROG Chairman,
'added that the Instrumentation section Bases would also be late.
Dr. Murley and William T. Russell, Associate Director for Inspection and Technical Assessment, NRR, both emphasized that the staff intended to meet the following milestones:
(1) All five of the new STS are to be released as complete sets by November 1, 1990, and (2) They are to be approved and issued by the NRC by February 15, 1991.

all Owners Groups.

one week prior to when it would be ready to issue each respective section_of P
the STS and its Bases. He asked that Jose A. Calvo, Chief, Technical Specifications Branch, NRR, meet with Warren J. Hall, Manager, Operations, Management and Support Services Division, NUMARC, to determine which generic open items may impact the current review of all four Owners Groups' new STS.
He then asked NUMARC to propose a meeting, with an agenda containing identified generic open items, for the following week.
l An important point that Mr. Russell made was that decisions on generic issues about how technical specifications are interpreted will be for all technical specifications:
new STS, plant specific conversions to new STS, technical specificatir 3 based on current STS, and custom technical specifications.
NUMARC questioned whether the new STS would be issued by the NRC staff as a NUREG or whether it would be a Topical Report. Mr. Russell answered that the legal form of the new STS would be finalized during the NRC management and CRGR reviews.
Dr. Murley re-emphasized the need to produce quality new STS and to prevent further delays.
He said that he would have to explain to the Commission that the schedule for producing new STS has now been delayed one year from the original schedule.
